The Perth and Kinross council has proposed the action in order to reduce the number of 'vertical drinkers' - referring to those who stand at the bar to drink - to curb public disorder.

Speaking to local paper the Scottish Courier, one patron said: "I work in my car and have a bad back so when I do get in to a pub I prefer to stand at the bar. These regulations are totally bizarre and I cannot see them going down well."

The council's licensing board has said that it is considering the proposed measures as it is "concerned about the link between the consumption of alcohol and public health".

Last year, officials in Preston, Lancashire were considering new measures to provide more seats in pubs and bars to reduce alcohol problems.
